The purpose of this report is to assist employees and their agencies in avoiding conflicts between official duties and private financial interests or affiliations. The information you provide will only be used for legitimate purposes, and will not be disclosed to any requesting person unless authorized by law.

Ethics Guide OGE Form 278e's must be filed by Senate-confirmed Presidential appointees, Senior Executive Service (SES) employees, Senior Level (SL) employees, Professional (ST) employees, Schedule C employees, certain Special Government Employees (SGEs) and Certain Intergovernmental Personnel Act (IPA) employees.

OGE currently provides two forms for public financial disclosures. OGE Form 278e: Used to file Candidate, Nominee, New Entrant, Annual, and Termination reports. In certain cases, filers may need to complete multiple reports and are permitted to use a single form (e.g., a combined Annual and Termination report).

OGE Form 450 is the standardized form used by employees who are. required to file a confidential financial disclosure report in the executive branch of the Federal Government.

The Act imposes detailed requirements for public financial disclosure by senior United States Government officials. The OGE Form 278e and the OGE Form 278-T are financial disclosure reports that request only as much information as the Act requires a filer to disclose.

Employees who are not involved in contracting or procurement who are authorized to make purchases less than $2,500 per purchase and less than $20,000 per year do not need to file the OGE 450.

Financial disclosure reports are used to identify potential or actual conflicts of interest. If the person charged with reviewing an employee's report finds a conflict, he should impose a remedy immediately. The employee's supervisor, with his ethics official, should decide on the remedy.

If an employee is significantly involved in decision making, approving or disapproving matters, making recommendations, conducting investigations, or rendering advice or opinions regarding those government actions, or if the employee supervises a subordinate in those actions, the employee likely must file the OGE 450.
