The P-3s and G-IV are based at NOAA's Aircraft Operations Center (AOC), located at Lakeland Linder International Airport in Lakeland, Florida. AOC is part of NOAA's Office of Marine and Aviation Operations, which includes civilians as well as officers of the NOAA Corps, one of the nation's eight uniformed services.

These vessels are operated by NOAA's Office of Marine and Aviation Operations (OMAO). Ships located in the Atlantic are managed by the Marine Operations Center-Atlantic (MOC-A) in Norfolk, Virginia. Ships located in the Pacific are managed by the Marine Operations Center-Pacific (MOC-P) in Newport, Oregon.

The National Oceanic and Atmospheric Administration's (NOAA) Office of Marine and Aviation Operations (OMAO) manages and operates NOAA's fleet of 15 research and survey ships and nine aircraft.
