ALL AGES ARE AS OF JANUARY FIRST OF THE CURRENT 4-H YEAR. No points will be deducted up to 59 seconds over or under the fime limit. Five points per minute will be deducted from the score if the speech is more than 59 seconds over or more than 59 seconds under the specified fime limit.

Speeches should be prepared beforehand (i.e. prior to arriving at the competition) and should be from 7 to 13 minutes in length. The same speech may be used throughout the competition. Speakers may use a single notecard, although judges are often more impressed by speakers who do not use any notes.
