All candidates file with the FEC, electronically or by paper. Candidates who file electronically are required to use Form 2. Candidates who file by paper can use either Form 2 or a letter with the same information that's captured on Form 2. The Statement of Candidacy requires a candidate's signature.

Candidates and committees who raise or spend more than $25,000 must electronically file their reports; those who spend or raise less than $25,000 may file paper reports. All lobbyists, lobbyists employers, and lobbying firms with quarterly activity of $2,500 or more file electronically.

3Z: Consolidates the financial activity of other committees autho- rized by the candidate for the same campaign. Illegible and Non-FEC Forms.

A refund occurs when a committee has actually deposited a contribution in its bank depository and then pays it back to the contributor by issuing a check, or when a committee charges back a contribution electronically credited to the committee's account. The refund will be disclosed on the committee's reports.
