How does the crystalline silica rule protect workers' health? The new rule requires that employers use engineering controls − such as ventilation and wet methods for cutting and sawing crystalline silica-containing materials − to reduce workers' exposure to silica dust.

This final rule establishes a new permissible exposure limit of 50 micrograms of respirable crystalline silica per cubic meter of air (50 µg/m3) as an 8-hour time-weighted average in all industries covered by the rule.

Permissible exposure limit (PEL). The employer shall ensure that no employee is exposed to an airborne concentration of respirable crystalline silica in excess of 50 μg/m3, calculated as an 8-hour TWA.

What Does the Standard Require? The standard (29 CFR 1926.1153) requires employers to limit worker exposures to respirable crystalline silica and to take other steps to protect workers.

The final rule will improve worker protection by: Reducing the permissible exposure limit for crystalline silica to 50 micrograms per cubic meter of air, averaged over an eight-hour shift.

While the Coal Workers' Health Surveillance Program has provided data about the coal mining population, little is known about respirable crystalline silica exposure and disease among our nation's non-coal miners. Since 1974, NIOSH has recommended an exposure limit for respirable crystalline silica of 0.05 mg/m3.

The Respirable Crystalline Silica in Construction standard establishes a new 8-hour time weighted average (TWA) permissible exposure limit (PEL) of 50 µg/m3, and an action level (AL) of 25 µg/m3. As you know, OSHA has been enforcing the Respirable Crystalline Silica in Construction standard since September 23, 2017.
