About Oregon Notice of Completion Form This notice must be posted on the job site and subsequently filed in the county recorder's office. This document is typically filed by the property owner, their agent, or any original contractor to signify the completion of the project.

What is a Notice of Right to Lien? A Notice of a Right to Lien is sent to you by persons who have provided labor, materials, or equipment to your construction project. It protects their construction lien rights against your property.

In Oregon, if work is being done on property at the direction of someone other than the owner (i.e., a tenant), the owner can avoid liability from any claims of liens by filing a “Notice of nonresponsibility.” The notice must be filed and posted in some conspicuous place on the site.

Also, a notice of nonresponsibility will not protect a property owner who “caused” the work to be done. An owner is considered to have “caused” the work to be done, for example, if the tenant's lease requires the tenant to perform certain improvements or if the landlord is providing a tenant allowance for the work.

Noun. nonresponsibility (uncountable) Absence of responsibility; not being responsible.

(1) Every person claiming a lien created under ORS 87.010 (Construction liens) (1) or (2) shall perfect the lien not later than 75 days after the person has ceased to provide labor, rent equipment or furnish materials or 75 days after completion of construction, whichever is earlier.
