Vision. SAMHSA envisions that people with, affected by, or at risk for mental health and substance use conditions receive care, thrive, and achieve wellbeing.

All pass-through awards received by a governmental entity should be reported in its financial statements. To determine the proper accounting for pass-through grants and other financial assistance, the recipient government has to evaluate its administrative and direct financial involvement.

The federal government allows grant recipients to act as pass-through entities in order to provide funding to other recipients. The pass-through entity receives federal funds which it “passes on” or “passes through it” to other recipients.

Pass-through grants are a type of federal funding that is awarded to one organization, which then distributes the funds--or passes them through--to another organization or individual for the purpose of carrying out a specific project or program.

Pass-through activity refers to awards passed through another agency. A prime recipient (agency) receives a grant directly from the awarding federal or state agency. Some awards allow those funds to be passed-through the prime recipient to a subrecipient.

What is SAMHSA? Established by Congress in 1992, the Substance Abuse and Mental Health Services Administration (SAMHSA) is the agency within the Department of Health and Human Services (HHS) that leads public health efforts to advance the behavioral health of the nation.

Funds issued by a federal agency to a state agency or institution that are then transferred to other state agencies, units of local government, or other eligible groups per the award eligibility terms. The state agency or institution is referred to as the "prime recipient" of the pass-through funds.

Requires basic information about the applicant (name, address, telephone number, type of applicant, etc.), including a list of sources of proposed funding and a description of the proposed project.
