DCPAS provides oversight of the Nonappropriated Fund (NAF) personnel system. NAF white-collar pay, employee benefits, performance pay, and employee grievances are among the personnel functions regulated by DOD. The Secretary of Defense has administrative authority for most functional areas of the NAF personnel system.

NAF employees are Federal employees, but excluded from most laws administered by OPM (title 5, U.S.C., Section 2105(c)).

NAF jobs are still federal positions under the “DoD” or Department of Defense. Also, some NAF jobs include federal benefits. We have two types of NAF positions: “flexible” and “regular.” Flexible employees have work schedules that depend on the needs of the activity.

With the NAF Retirement Plan, you contribute 2% of your gross salary each pay period. Your employer contributes another 7.6% to the Army NAF Retirement Trust, which pays your retirement benefits when you retire. Participation begins on your hire date.

The non-adjacent form (NAF) of a number is a unique signed-digit representation, in which non-zero values cannot be adjacent. For example: (0 1 1 1)2 = 4 + 2 + 1 = 7.

Air Force NAF health benefits are offered as part of the DoD NAF Health Benefits Program. Health benefits include medical, dental, vision, and prescription drug coverage.

For 2023, your NAF will deposit $500 Employee Only and $1,000 Family (employee + spouse, employee + child/ren and employee + family) into your HSA account. Your NAF employer will make a contribution deposit to your HSA each plan year you are enrolled in both the HDHP and the HSA.
