Any family member, as defined in subparagraph 2., of a servicemember killed while serving may be issued a Gold Star license plate upon payment of the license tax and appropriate fees as provided in paragraph (3)(a) without regard to the state of residence of the servicemember.

The Department of Defense specifies that immediate family members authorized to display the flag include: spouses, parents, children, siblings, stepparents, stepchildren, stepsiblings, half-siblings, adopted parents, adopted children and adopted siblings of a United States service member.

The veteran must provide proof of a service-connected 100-percent disability rating by the VA or any branch of the U.S. Armed Services, or that the vehicle was acquired through financial assistance from the VA.

Available benefits include a gravesite in a national cemetery with available space, a government headstone or marker, a burial flag, and a Presidential Memorial Certificate. The VA does not make funeral or other burial arrangements, but survivors may be entitled to a burial allowance.
