The most effective prevention of childhood lead poisoning is to reduce or eliminate exposure. Maryland Department of the Environment's (MDE) Lead Poisoning Prevention Program (Lead Program) serves as the coordinating agency of statewide efforts to eliminate childhood lead poisoning.

Maryland's Reduction of Lead Risk in Housing law requires owners of rental properties built before 1978 to register their units with Maryland Department of the Environment (MDE), distribute specific educational materials, and meet specific lead paint risk reduction standards at certain triggering events.

Can lead poisoning be treated? There is no antidote for lead. Seriously exposed persons may need to be hospitalized and undergo chelation therapy to accelerate the excretion of lead from the body. Chelation therapy is necessary when blood lead levels are higher than 45 µg/dL.

The National Institute of Occupational Safety and Health (NIOSH) at CDC has set a Recommended Exposure Limit (REL) of 50 µg/m3 for a Time Weighted Average (TWA) of 8 hours to be maintained so that worker blood lead remains <60 µg/dL of whole blood.

In October 2021, CDC lowered the blood lead reference value (BLRV) to 3.5 micrograms per deciliter (µg/dL) to identify children with higher levels of lead in their blood compared to most children. Capillary screening results at or above 3.5 μg/dL should be confirmed with blood drawn by venipuncture.

All properties subject to the Act are required to pass an inspection for lead contaminated dust, performed by an MDE accredited inspection contractor, prior to every change in occupancy. In order to pass the inspection the property must be free of defective paint on the interior and exterior of the property.

A certificate shows that the property met Maryland standards for reducing lead hazards. Landlords need to perform “risk reduction treatments” at least once on a property, and every time a new tenant moves in (Maryland State Law, Environment Article §6-801 – 6-852).

The entire state of Maryland is now considered 'at risk' for lead exposure, for children born on or after 1/1/15. As a result, all children born on or after 1/1/15 must be tested for lead at ages 12 and 24 months.
