The streambeds of rivers that are navigable under federal law are owned by the state. The limited exceptions to this rule are the streambeds of rivers that, prior to statehood, were granted into private ownership by the King of England or in even rarer circumstances the United States.

Washington's 2.6 million acres of state-owned aquatic lands includes the marine waters of Puget Sound, the coast and the Straits of Juan de Fuca, and the navigable rivers and lakes across the state.

In 1971, the sale of the state's aquatic lands was stopped by the state Legislature. Today, virtually all the bedlands of navigable waters are state owned, as are 30 percent of the tidelands and 75 percent of shorelands in the state.

All recreation sites are open for day use only, including Damon Point.

DNR manages two kinds of natural areas: Natural Area Preserves and Natural Resource Conservation Areas (NRCA). These areas protect the state's natural ecosystems, habitat, and native plant and animal species. The Natural Area Preserve system presently includes more than 40,816 acres in 57 sites.

Washington law specifies that the state's waters belong to the public and thus cannot be owned by any specific person or group.

Navigable waterways are owned by the state and are therefore public, while non-navigable waterways can be privately owned.

Waters of the state belong to the public and can't be owned by any individual or group. Instead, a person or group may be granted a right to use a volume of water, for a defined purpose, in a specific place.
