(b) Except in an emergency, no pilot of a civil aircraft may allow a person who appears to be intoxicated or who demonstrates by manner or physical indications that the individual is under the influence of drugs (except a med- ical patient under proper care) to be carried in that aircraft.

Current CAP pilots with a check pilot appointment and appropriate endorsements in their last annual CAPF 70-5 are authorized to administer CAPF 70-5s. Check pilots (that we also call evaluators) have to be qualified in the airplane used in the CAPF 70-5, so make sure you verify when you first contact a check pilot.

Any commander in a CAP member's chain of command, or an Incident Commander (IC) during a supervised mission, may immediately suspend CAP sUAS flying privileges of a member for cause.

All CAP members must understand that flying CAP aircraft is a privilege, not a right of membership. Commanders have overall responsibility for compliance with these procedures, which are applicable to all CAP units. CAP extended over-water missions require extra caution. For the purpose of supporting CAPR 60-1, CAPR 60-2, CAPR 60-3, CAPR 60-6 and CAPR 66-1, extended over-water operations are defined as any flight operation (sortie) or event conducted outside the normal power-off gliding distance of land.
