When used as Tier 2 and Tier 3, SIPPS accelerates progress so that students are able to efficiently close the gap and engage in grade-level reading. SIPPS aligns with the MTSS (Multi-Tiered System of Support) framework and can be used across all three tiers of instruction.

SIPPS® (Systematic Instruction in Phonological Awareness, Phonics, and Sight Words) is a research-based foundational skills program proven to help both new and struggling readers in grades K–12, including English learners and students identified with dyslexia.

SIPPS provides a proven, systematic instructional model that successfully boosts literacy rates and directly addresses the needs of struggling early readers. Research find that the SIPPS program achieves significantly greater growth in reading skills than other interventions.

The structure and design of the SIPPS program are beneficial and effective for students with dyslexia, and the program aligns with the Structured Literacy framework, which the International Dyslexia Association recommends as best practice in teaching students with dyslexia.

Literacy coaches, classroom teachers, and district leaders praise SIPPS for its ability to reach all readers, its robust supports for successful implementation, and the way the program's educative design empowers educators to expand their knowledge of research-based reading instruction.

There are three levels in the SIPPS program—Beginning and Extension Levels for grades K–3 and Challenge Level for grades 2–12. The content of Beginning and Extension Levels is covered by SIPPS Plus for grades 4–12.
