Validation Rules throw a validation error when they evaluate to true. $Profile.Id <> "00e8b000001GbQM" is just one piece. Most likely one of the other OR clauses are evaluating to true. To make sure $Profile.Id <> "00e8b000001GbQM" always applies in addition to other clauses, use && or AND.
