If you're registering a boat in Texas with no title, you'll have to first complete the appropriate form on the Texas Parks and Wildlife site to replace a lost of destroyed Texas title.

The State of Texas requires that all boat sales include a bill of sale. There is no official state form, so it's up to the seller and buyer to decide whether to use a downloaded Texas bill of sale form or submit a completed Form PWD 143, which is the title and registration application for a floating vessel.

Title Transfer The original title assigned from the seller to the buyer. An Application for Texas Title (130-U) completed by buyer(s), buyer(s) signature must be original. Government issued photo ID for buyer. Proof of Texas liability insurance. Supporting documents for example:

Vessels Exempted from Registration Non-motorized canoes, kayaks, punts, rowboats, or rubber rafts (regardless of length), or other vessels under 14 feet in length when paddled, poled, oared or windblown. Adding an outboard or trolling motor to any of these vessel types negates the exemption.

In Texas, you must have a Texas Certificate of Number (registration card) and validation decals to operate your vessel legally on public waters. The only exceptions are: A non-motorized sailboat under 14 feet in length. Non-motorized vessels such as canoes, kayaks, rowboats, and rubber rafts.

A title printed in the seller's name is required to transfer ownership of a previously owned vessel/boat and/or outboard motor previously titled in Texas.

Submit the following to obtain Texas registration and title for a vessel: Form PWD 143 (PDF 332.9 KB ) Form PWD 504 (PDF 62 KB ) (photo of hull identification/serial number); and. Out-of-state title (if title state) OR out-of-state registration card (if registration only state)

Title application, bill of sale, and either a Manufacturer's Statement of Origin (MSO) for new vessels/boats and outboard motors, or an original signed title for used vessels/ boats and outboard motors, must be submitted to obtain title in applicant's name.

All motorized vessels, non-motorized vessels that are 14 feet or longer in length, and all internal combustion outboard motors must be titled. A certificate of title is purchased at the same time you are registering your boat. In fact, you apply for your title within the same form you apply for your registration.
