A witness statement is a signed document that records the evidence of a witness. The court may use the witness' evidence to support a party's case. When you write a statement, you sign a statement of truth.

Right before signing, they need to write: "I declare under penalty of perjury under the laws of the State of California that the foregoing is true and correct." In some cases, you may want the person to testify (say what they know and answer questions in court).

In short, it can be anyone over the age of 18, who has mental capacity to provide a Witness Statement, and who has factual knowledge relevant to the claim. Exactly who the best witnesses are for a specific claim will depend entirely on the circumstances of each case.
