All the character names in a Battle.net account automatically become available after the Battle.net account remained inactive for two expansions. Blizzard Customer Support will not help with releasing the name of a character for you, even if the player who has the name has stopped playing.

Inactive means having a subscription, logging in does not really matter for name releases. Names are usually released in batches through out the expansion now, and not really advertised, so no, there would be no specific information on a particular name or when it would be available.

They don't delete inactive characters in WoW. They never delete your characters. They have been reported to delete/rename low level alts that have been inactive for (looooooooong) periods of time if ticketed about getting that characters name, but as a reference old characters are never deleted.

Next to the "create new character" button there's a circular arrow that is the "restore deleted character" option. If your character was at least level 50 it should in that list, regardless of how long ago the deletion happened. if it's been that long you might not find it in armory.

We do not assist with releasing character names manually. It's automatic now. If the person's account (not their characters) has been inactive for two expansions or four years then all their names will auto get released. If they've logged on at any point they keep the names.

Other players on your realm will be unable to use your previous name for 90 days. Characters on your World of Warcraft account can use your old character name.
