In Access 2013, we now have two data types short text and long text. In previous versions of Access these data types were called text and memo. The text field is referred to as short text and your memo field is now called long text.

Set a default valueIn the Navigation Pane, right-click the table that you want to change, and then click Design View.Select the field that you want to change.On the General tab, type a value in the Default Value property box.Save your changes.

If you go to the custom field and edit it, you should be able to uncheck that option. Then you can remove it from your page layouts or delete it all together.

To do that: Jira Settings, Issues, Custom fields and search for it. Delete it or remove it from your Customer Portal Screens.
