To make a field mandatory when used through Jira's user interface, click the Required link associated with that field. The text Required appears next to the field's name. Hidden fields cannot be set as required. To make a field optional, click the Optional link associated with that field.

This work around worked for me. Remove the Resolution field from all views but the Closed screen. Remove the default value for the Resolution field. Set a Validator up so that the Resolution field must be changed when transitioning to Closed.

In the Fields section, click Field configurations. Click Configure next to the field configuration you wish to edit. You will see ?Required? next to fields that have already been marked required. Click Optional to remove this requirement.
