A trip permit is needed if your vehicle is traveling out of state, and any of these apply: Your vehicle isn't registered under IRP. Your vehicle has 3 or more axles. Your vehicle has a gross vehicle or registered weight over 26,000 lbs.

South Dakota commercially licensed vehicles are not required to purchase trip permits, temporary commercial license, or harvest permits. Resident vehicles that are licensed non-commercially and used to commercially harvest in South Dakota must display a temporary commercial license or a harvest permit.

Heavy Vehicle Use Tax (HVUT) is paid by anyone who registers a heavy highway motor vehicle in their name with a taxable gross weight of 55,000 pounds (28 ton) or more. The applicant is required to file a Form 2290 with the IRS. HVUT is filed annually.
