Charter schools have a contract with local school districts or other authorizing bodies that allow them to operate. These contracts, or charters, are how charter schools bear their name. They are funded with public tax dollars, though they also fundraise independently.

The budget includes a historic, 8.22% cost-of-living adjustment for California's public schools. The total Proposition 98 funding for the 2023-24 fiscal year will be $108.3 billion.

Charter schools receive state funding and are not private schools. They are tuition-free, non-sectarian and open to any student, regardless of his or her place of residence, as long as seats are available.

Charter schools operate under a contract with an authorizer, either the state's public education authority or a school district. Schools chartered by a district have more autonomy than other district schools but are still part of their local district. Currently, any California district can authorize charter schools.

A charter school may elect to receive its funding directly, in lieu of having it disbursed to the LEA that granted its charter; Local Control Funding Formula (LCFF) apportionment funds for a directly funded charter school flow directly to the county treasurer and then to the charter school.

A charter school is a public school that may provide instruction in any combination of grades (kindergarten through grade twelve). Parents, teachers, or community members may initiate a charter petition, which is typically presented to and approved by a local school district governing board.
