Hollow-point handgun ammunition made in Canada, commercially or privately, does not have to be imported so there is nothing that the Explosives Branch can or does do about it. Such cartridges are perfectly legal.

Loaded magazine in the gun = illegal. Loaded magazine touching the gun (including being attached to the gun by a length of string or tape) = illegal. Loaded magazine right next to the gun, but not touching = legal... As long as it's locked up in something designed to store firearms.

Restriction re purchase of ammunition (1) No person shall purchase ammunition unless the person is at least 18 years old and at the time of purchase presents valid identification that has his or her photograph and age or date of birth or other valid identification prescribed by regulation. 1994, c. 20, s. 2 (1).

The law stipulates nothing about where ammo itself can be stored as ammo, only where it can be stored relative to firearms. It must be stored separate from firearms that it can be shot out of, unless both the ammo and firearm are in a safe, vault, or room designed for the safe storage of firearms and ammunition.

You are permitted to store up to 225 kilograms of ammunition (the mass of the explosive excluding the packaging, container, shell casing or projectile) in a dwelling (such as a house, apartment or cottage) or a storage unit without a licence.

Individuals may not possess prohibited devices. As a general rule, the maximum magazine capacity is: 5 cartridges for most magazines designed for a semi-automatic, centre-fire long gun. 10 cartridges for most handgun magazines.
