The short answer is no. However if the recipient has an e-mail equipped mobile you can send it as an e-mail message. If not then you will need to copy and paste the text into a web page that will allow you to send SMS text messages.

Open your texting app on your phone. In the recipient field, enter an email address where you would normally type in a phone number. Write your message as normal and send it.

Compose a text message as you normally do. Touch the Action Overflow or Menu icon, and choose the Insert or Attach command. To do so you can drag and drop the document into text field of the message, and put your number or Apple ID as the contact you're sending a message too.
