Short answer is yes. Not just settlers either, well, come to think of it it is just settlers but you can equip your provisioners the same way. I give them one round of each ammo type and then equip them with the best weapon and armor I can give them.

The Ammunition Plant itself is found by entering the Workbench view in Fallout 4. Navigate to Power > Manufacturing > Machinery, and then scroll until you see the Ammunition Plant. You will need to unlock the Gun Nut Rank 1 and Science Rank 1 perks in order to build it.

So if you want to maximize your settlers defense, have them each equipped with whatever weapon, 1 ammo, 1 grenade and clothes, and also keep extra power armors near the red workshop. Wow thank you so much.

Settlers equipped with a gun by the player character will not consume any ammo, but in order to use that weapon, they need to have at least 1 (one) ammo in their inventory of the type that the equipped weapon uses. That single ammo will never be consumed and acts as infinite ammo.

[Settlers] don't consume ammunition provided they have at least one unit of the correct ammunition for their weapon. The same holds true with grenades. The only exceptions are the missile launcher or Fat Man, as these are tagged with "NPCs Consume Ammo". Try giving a settler a minigun and a 5mm round. =)

Power it All Up Once you have placed your Generator, plop down a Terminal from Power > Miscellaneous, and a Switch close to your Ammunition Plant. The switch will be used to turn your plant on and off, and the Terminal will be used to tell the plant what kind of ammunition to make.
