Select the cells that you want to contain the lists. On the ribbon, click DATA > Data Validation. In the dialog, set Allow to List. Click in Source, type the text or numbers (separated by commas, for a comma-delimited list) that you want in your drop-down list, and click OK.

When you roll over or click one of the primary options in a drop down menu, a list of choices will "drop down" below the main menu. The most common type of drop down menu is a menu bar. On Windows systems, the menu bar is typically located at the top of each open window.

Create a list of items that you want to displayed in your list box like in this picture. Click Developer > Insert. Under Form Controls, click List box (Form Control). Click the cell where you want to create the list box. Click Properties > Control and set the required properties:

Select the entire column you want to validate. Click on "Data Validation" from the Data tab. Choose "List" from the "Allow" box. Click on the arrow to the right of the "Source" box and select the cells containing the allowed values.

On the worksheet where you applied the drop-down list, select a cell that has the drop-down list. Go to Data > Data Validation. On the Settings tab, click in the Source box, and then change your list items as needed.

In the Google Sheets Android app, select a cell or cells, then tap the three vertically arranged dots (left), select Data Validation (middle), and then either edit list items (right-top) or adjust the list range (right-bottom).

In a new worksheet, type the entries you want to appear in your drop-down list. Select the cell in the worksheet where you want the drop-down list. Go to the Data tab on the Ribbon, then Data Validation. On the Settings tab, in the Allow box, click List. Click in the Source box, then select your list range.
