In the case of stubborn highlighting, you must make sure the paragraph mark is included in your selection and then choose No Color from the Text Highlight Color tool in the Font group of the Home tab of the ribbon.

Remove highlighting from part or all of a document Select the text that you want to remove highlighting from, or press Ctrl+A to select all of the text. Go to Home and select the arrow next to Text Highlight Color. Select No Color.

But I found a simple way to fix it: Select Highlight option. Position to the left of the bullet until the cursor converts to a white arrow. One click to highlight entire text line. One click again to un-highlight the entire text line (including the bullet).

If you are using the automated numbering features, the numbers actually are embedded in the paragraph mark at the end of the line/paragraph. So, if only the number is highlighted or bolded, jump over to the end of the line, select the paragraph mark and hit <CTL><SPACE> to clear formatting.
