Extend Currency Resolution For Free

A continuing resolution continues the pre-existing appropriations at the same levels as the previous fiscal year (or with minor modifications) for a set amount of time. Continuing resolutions typically provide funding at a rate or formula based on the previous year's funding.

Ing to the new authorization for ARPA-H, also enacted in Consolidated Appropriations Act, 2023 (P.L. 117-328; Division FF; Title II, Section 2331), the new agency is established within NIH. Accounting for the ARPA-H, the NIH FY2023 enacted program level is $49.183 billion.

The government was initially funded through a series of three temporary continuing resolutions. The final funding package was passed as an omnibus spending bill, the Consolidated Appropriations Act, 2023.

There have been 47 CRs between FY 2010-2022. These ranged from 1 to 176 days (just under 6 months). And on three occasions?in FYs 2014, 2018, and 2019?no CR was approved, resulting in a shutdown. As previously stated, the federal government is currently under a CR for FY 2023 that expires December 16.

To allow more time for full enactment of the omnibus, Congress enacted a third continuing resolution for FY 2023 through Dec. 30. Congress began scheduling markups for individual appropriations bills for Fiscal Year (FY) 2023 in June.

The Senate FY 2023 appropriations bill would provide $47.96 billion for the NIH ? a boost of $2 billion from FY 2022 plus $1 billion for the Advanced Research Projects Agency for Health (ARPA-H), the new biomedical research agency focused on high-risk, bold, translational research projects.

NIH is currently operating under a continuing resolution (CR) , which continues government operations at the FY 2022 level. This funding strategy will be updated when FY 2023 appropriations are enacted, and final funding policies are determined.
