If there are a bunch of extra words they don't need to read, they shouldn't be in the proposal. An Executive Summary is not used to understand the proposal prior to reading it. If the evaluator needs to read a separate document in order to understand your proposal before they read it, you've done something wrong.

An executive summary should summarize the key points of the report. It should restate the purpose of the report, highlight the major points of the report, and describe any results, conclusions, or recommendations from the report.

So, to help your reader find information easily, you must include a Contents page. Usually, the Contents page will come after the Acknowledgements and Abstract, and before the List of figures (if you have one) and the Introduction.
