In general, improvements, replacements, and repairs require permits. Exemptions from permitting are allowed for certain work, but vary for each jurisdiction. Just about anyone can apply for a permit. The USPS has an application online you can download to apply. There is an annual fee you must pay to use the indicia. The post office has specific rules for the types of mail it can be used on, what an indicia says, and where it is placed on the mail piece.

Projects that change the configuration of walls, pipes, wiring, roofs, or major appliances typically DO require at least one type of building permit. Projects that DO NOT need a building permit are simple surface (cosmetic) projects; minor repairs and replacements; and minor site improvements or small structures.

You can print the permit imprint indicia onto a label and apply that to your mailpiece.

Placement and Format The postal service requires a mail Indicia to be printed in the upper right corner from the delivery address (where the postage would normally be placed). But unlike a stamp, the post office does not have to apply a cancel imprint across an Indicia.

Use the EDDM Retail Indicia, which is a postage payment mark that takes the place of a regular postage stamp or meter stamp. Every EDDM mailpiece must include the EDDM Retail Indicia above and to the right of the address block.
