The California Department of Alcoholic Beverage Control (ABC) is an agency of the government of the state of California charged with regulation of alcoholic beverages. The ABC was created by constitutional amendment effective January 1, 1955, as an independent department of the executive branch of the state government.

There are two main types of California liquor licenses: General: These licenses often include hard alcohol. This includes license types 47, 62 and 70. Non-General: Mainly reserved for beer and wine sales. This includes license types 41, 42 and 61.

It's goal is to provide the necessary skills to serve alcohol responsibly and mitigate alcohol-related harm. We all know things can get messy when alcohol is involved. Therefore, the purpose of California implementing a mandatory RBS training program is to help better manage that messiness.

The RBS law requires alcohol servers and their managers at over 56,000 ABC licensed businesses to register with ABC, be trained by an ABC approved RBS training provider, and pass an ABC exam with a score of 70% or higher by August 31, 2022, or 60 days after their first day of employment.
