Whether you're a small business, enterprise organization, educational institution, government agency, or nonprofit, you have three ways to get Teams Phone System and PSTN connectivity: Buy a Microsoft 365 Business, E1/E3, A1/A3, or G1/G3 plan and add Teams Phone with Calling Plan bundle licenses.

For users that have an E5 license, the Phone System license is included and is not required to be purchased separately.

Business accounts need one of these Microsoft 365 license plans: Business Basic. Business Standard. Enterprise E1, E3, E5, or E4 (for anyone who purchased this plan prior to its retirement)

Do all items have an ECCN? Many commercial goods are not on the CCL and do not have an ECCN. These goods are designated as EAR99. EAR99 items generally consist of low-level technology, consumer goods, etc.

To assign a license for a user Then click Edit, Next twice then select the license and click Submit. In the Action pane under Product licenses, click Edit. On the Product Licenses page, turn on Audio Conferencing and then click Save. For more on licensing, see Microsoft Teams add-on licensing.

In order for Teams to dial or receive calls from cell phones and land lines, Microsoft requires each user to have the Microsoft Teams Phone Standard License.
