Like the FRS, GMRS uses FM rather than AM waves to send signals, but unlike the FRS, GMRS can use up to 50 watts of power. Typically though, most GMRS radios use between 1 and 5 watts of power. The FCC requires a GMRS license as a way to regulate frequencies that are used by two-way radio devices. Before operating a GMRS radio, a consumer must have a valid license.

The FCC licenses FM radio and full power TV stations as either commercial or noncommercial educational (NCE). (Most AM radio stations are licensed as commercial facilities.) Class A television, low power television and television translator stations are neither designated commercial or NCE.
