This guide from Epic gives a great introduction on how to balance both C++ with Blueprints in your project. In short, it's recommended to use C++ for general core systems and Blueprints for specific gameplay mechanics that extend those systems and need fast iteration for balancing and testing.

UE4 provides two methods, C++ and Blueprint Visual Scripting, to create new gameplay elements. Using C++, programmers add the base gameplay systems that designers can then build upon or with to create the custom gameplay for a level or the game.

Create an actor or component when appropriate. Find functions in C++ and determine which types map to what in Blueprint. Bind C++ functions to user input levels and delegates. Create uproperty variables for different levels of access for the editor and Blueprint.

Overview. Event Dispatchers are an Actor communication method where one Actor dispatches an event and other Actors that are listening to that event are notified. Using this method, the notifying Actor creates an Event Dispatcher to which the listening Actors subscribe.

Blueprints offer so much of Unreal C++ that is possible to implemented prototypes and a large chunk of the game scripting with nodes. Still, it's only a portion of general-purpose, multi-paradigm language known as C++. Only things exposed to Unreal Property System (Reflection) can be exposed to blueprints.

While Blueprints can be quicker than C++ when it comes to creating most functionality, it can also be messier.This can make it harder to tell where certain parts of the game mechanics are located or troubleshoot errors if the mechanic isn't working properly.

There's no dilemma. Your project should use both, if possible. Blueprint visual scripting hasn't been designed to entirely replace C++, although it's an amazing form of scripting.If you have programmers in your team or anybody that spend time partially on C++ programming, you would simply mix both solutions.
