Each settlement has a default max population of 10 settlers plus each point of Charisma the character has, which has a base max of 22 (10 from leveling and +1 from bobblehead and You're SPECIAL!

Settlement choice really only matters if you are playing on survival with no fast travel. In survival, Sanctuary is probably one of the worst choices. If playing normally, it doesn't really matter. You can just fast travel to it.

Ultimately, Sanctuary Hills remains one of the best locations for an endgame build simply for the reason that the player is 'going home. ' It's a massive, open space that boasts broad, flat areas and pre-built houses to fill with furniture.

With the Local Leader perk, just open the workshop, highlight a settler, and click the supply line button. Then, choose what settlement you want them to supply and boom, the supply line is created.
