Scroll down until you see the Page Layout options (Compatibility Options in Word 2019 and Word in Office 365). It is at the very bottom of the dialog box; you may need to click the arrow at the left side of the options to see them all. Make sure the Split Apart Page Break and Paragraph Mark check box is selected.

Click the Layout or Page Layout tab. Next, click Breaks in the Page Setup section. In the Line and Page Breaks tab, choose the settings you want to apply. Turn these all off to reduce automatic page breaks.

Go to Layout > Breaks > Page.Click or tap in the document where you want a page break.Go to Insert > Page Break.

Create a grouping in your tablix, this grouping should be based on the parameter dimension you mention in your question. Once that is complete, set the tablix to page break for every different instance of the group. This will create a new page for each item in your parameter list.
