The Canadian Charter of Rights and Freedoms sets out those rights and freedoms that Canadians believe are necessary in a free and democratic society. The Charter is one part of the Canadian Constitution. The Constitution is a set of laws containing the basic rules about how our country operates.

History of the Charter A committee of Canadian Parliamentarians, representing all parties, considered more than 1,200 written submissions and over 300 testimonies to develop the final Charter. Receiving approval from Britain for the last time, Queen Elizabeth II signed the Canada Act on April 17, 1982 in Ottawa.

But the right to work, to leisure and rest from work, to organize trade unions, to social security, to cultural activities, to benefits from scientific achievement, and the other distinct features of the Universal Declaration were omitted from the Canadian Charter.

Section 14 of the Canadian Charter of Rights and Freedoms guarantees the right to the assistance of an interpreter for any party or witness who does not understand or speak the official language in which Court proceedings are conducted (English or French), or who is deaf.
