Arrange Photo Title For Free

Open a folder of photos, select the ones you want to rename, right-click (or hold down the Control key and click) the group and choose Rename Number Items from the contextual menu.

Sorting by the filename has never been supported in Photos, only by the title, and only in albums or smart albums you create by yourself. You can still sort photos in Catalina by the title in any album you create yourself, just like before in Mojave.

You can batch rename images in Windows by selecting (Shift+click or Ctrl+click to select several files; Ctrl+A to select all) and pressing right-click > "Rename". Your file names will look like image (1), image (2), image (3) etc.

I mean to say, you can sort them accordingly. In the concerned folder, go to View tab and click and expand view ribbon. In the View file ribbon, you can go to Arrange list for arranging the pictures as per your requirement. It will give you an option for arranging them by Date, Person, Type, Name, Rating and etc.
