Click the Header and Footer tab, and then under Position, change the setting for Header from Top. Click the Header and Footer tab, and then under Position, change the setting for Footer from Bottom.

For the most part it is these two settingsBottom on the Margins tab and Footer on the Layout tabthat together define the distance between the body text and the footer text. You can reduce the distance between the text and the footer by decreasing the Bottom setting and/or increasing the Footer setting.

Click the Page Layout tab at the top of the window, then click the small Page Setup button at the bottom-right corner of the Page Setup section of the ribbon. Click inside the Top field in the Margins section and enter a lower number. You can then click the OK button at the bottom of the window to apply your changes.

To change the height of header or footer, you can drag the height bigger or smaller as you need in Page Layout view. Then dragging the top margin up or down as you need to change the height of the header. If you want to change the height of footer, dragging bottom margin to resize.
