Add Phone License For Free

In order for Teams to dial or receive calls from cell phones and land lines, Microsoft requires each user to have the Microsoft Phone System License.

Microsoft 365 Teams Phone standalone license: This license includes Teams Phone, but you'll still need to connect to the PSTN. To learn about voice solutions, see Plan your Teams voice solution. To view all your PSTN connectivity options, see PSTN connectivity options.

To learn more, see Microsoft Teams add-on licensing. After you buy Phone System licenses, you can buy the Calling Plan by signing in to the Microsoft 365 admin center, choose Billing > Purchase services > Add-on subscriptions, and then clicking Buy now. You'll see the Calling Plans there.

Virtual User license allocation Phone System is an add-on license available with Microsoft 365 and Office 365 E1 and E3. Phone System is also included as part of Microsoft 365 E5, Office 365 E5, and Microsoft 365 Business Voice licenses.
