A standard license is the permit from a competent authority to own or use of something. In terms of internet it is basically based on the permission of using, copying or distributing content that is available online.

You can now select either images that have Creative Commons licenses, or those that have commercial or other licenses, in the Usage Rights dropdown menu on Google Images. All Shutterstock images are Royalty-Free, and all images bought with subscription and image packs come with a Shutterstock Standard License. This license allows you to use photos for commercial purposes, but they have restrictions.

In order to license images and grant photo usage rights, you need to be either the author of the images, or otherwise authorized to license the images. For example, agencies are also authorized to license images if the author has contractually allowed them to be granted.

It's by no means impossible to use an image that is copyright protected you just need to get a a license or other permission to use it from the creator first. In most cases, using the work either involves licensing an image through a third-party website, or contacting the creator directly.
