The Administrative Procedure Act (APA) is a federal law passed in 1946 establishing uniform procedures for federal agencies to propose and issue regulations, a process known as rulemaking.

Federal agency decisions arise from proceedings by an agency to enforce its rules. Adjudicatory heariings are held primarily to impose sanctions on an individual or organization and are conducted by an administrative law judge.
