The proposed rule, or Notice of Proposed Rulemaking (NPRM), is the official document that announces and explains the agency's plan to address a problem or accomplish a goal. All proposed rules must be published in the Federal Register to notify the public and to give them an opportunity to submit comments.

The Federal Register is the main source for the U.S. federal government agencies to 1) proposed new rules and regulations, 2) finalize rules, 3) change existing rules, 4) provide notice of meetings and proceedings, and 5) record residential documents including executive orders, proclamations and administrative orders.

The Federal Register publishes final rules in official form, and they generally have a preamble that explains the basis for the rule, responds to comments received, and contains a variety of analyses of the rule's potential impacts.

Publishing a document in the Federal Register provides the public official notice of a document's existence, specifies the legal authority of the agency to issue the document, and gives the document evidentiary status.

The public is given the opportunity to comment during the "proposed rule" stage. The public comment period generally lasts 60-90 days. Any person or group may comment on a rule and can easily submit comments online.
