The DMCA was designed primarily to sufficiently address the World Intellectual Property Organization (WIPO) treaties signed at the Geneva conference during December of 1996.

Title I of the DMCA requires the Copyright Office to conduct two studies jointly with NTIA, one dealing with encryption and the other with the effect of technological developments on two existing exceptions in the Copyright Act.
