Section 103 (17 U.S.C Sec. 1201(a)(1)) of the DMCA states: No person shall circumvent a technological measure that effectively controls access to a work protected under this title.

The Digital Millennium Copyright Act (DMCA) makes it unlawful to rip from DVDs, Blu-ray discs, and many other encrypted technologies to prevent unauthorized access to copyrighted works. The law blocks filmmakers' ability to make fair use of invaluable footage.

The primary goal of the Digital Millennium Copyright Act (DMCA) is to protect technology, devices, and/or services that are copyrighted. Anti-circumvention refers to laws that prohibit the circumvention of technological barriers for using a digital good and/or service in a way that the rights-holder doesn't allow.

Upon such a determination, the Librarian may adopt limited temporary exemptions waiving the general prohibition against circumvention for such users for the ensuing three-year period. The Copyright Office has concluded the seventh triennial rulemaking proceeding under section 1201.

17 U.S.C. § 1201 prohibits the circumvention of any technological measure that “effectively controls access” to a work that is protected under U.S. copyright law.

While the DMCA primarily protects copyright owners by providing a way for speedy resolution of content conflicts, it also offers protection for service providers such as ISPs, search engines, website hosts, and news sites that aren't responsible for posting copyrighted content but may inadvertently share it.

The exemptions cover circumstances involving: nonprofit libraries, archives, and educational institutions; law enforcement, intelligence, and other government activities; reverse engineering; encryption research; exceptions regarding minors; protection of personally identifying information; and security testing.
