Text of 23 as originally enacted: SEC. 23. That the copyright secured by this Act shall endure for twenty-eight years from the date of tlrst publtcatton, whether the copyrighted work bears the author's true name or Is pubJlshed anonymously or under an assumed name: Provided, That in the case of any posthumous work or of any periodical, cyclopaedlc. or other composite work upon which the copyright was originally secured by the proprietor thereof, or of any work copyrighted by a corporate body.

The general rule is that the year to include in a copyright notice is the year of first publication of the work. First publication is when the work is made available to the public without restriction. This includes selling a book or leaving free copies of it in a public place or posting content on your blog.

Works created on or after January 1, 1978, are not subject to renewal registration. As to works published or registered prior to January 1, 1978, renewal registration is optional after 28 years but does provide certain legal advantages.
