Am I required to file an annual RITA tax return? Residents of RITA municipalities who are 18 years of age and older must file an annual return, even if no tax is due. Non-resident individuals who have earned income in a RITA municipality that is not subject to employer withholding must file an annual return.

Rhodes said that in central Ohio, for subdivisions that are outsourcing, the most widely used tax administration service is Ohio's Regional Income Tax Agency — or RITA. It handles local taxes on behalf of a number of smaller Ohio cities and towns, including 17 suburbs and villages in Franklin County.

Effective January 1, 2022, employers must withhold municipal income taxes where an employee's work is actually performed, for each portion of a day worked in any taxing municipality where the employee performs services for the employer.

The RITA reimburses an eligible transferred employee substantially all of the additional Federal, State, and local income taxes incurred as a result of receiving taxable travel income. Travel W-2 wages/income and withholdings are reported to the IRS.
