1. The Landlord/property owner is responsible for the payment of all sewer and water bills. This is per Connecticut General Statutes Chapter 102 Sec.

If your landlord does not pay the water bill, you can ask to have the services to your home be put in your name. Then you can subtract your water bill payments from your rent. You do not have to pay the landlord's unpaid water bill. You can read the state law about this at RCW 35.21.

In most cases, tenants are responsible for paying water use charges, and the property owner is responsible for water service charges. However, this will depend on your agreement. Please check your payment responsibilities before moving in, so you know what you are being charged for.

Some landlords require tenants to put utilities in the tenant's name, while other landlords prefer to keep the utilities in their own name and then send separate bills to the tenant. Seattle Public Utility water/sewer/garbage accounts must be kept in the landlord's name.

Under state law at RCW 59.18. 300, it is unlawful for a landlord to intentionally (on purpose) shut off utility service. This includes water, hot water, heat, electricity, or gas, except temporarily to make needed repairs.
