The Service Prioritization Decision Assistance Tool (SPDAT) was developed as an assessment tool for front- line workers at agencies that work with homeless clients to prioritize which of those clients should receive assistance first.

VI-SPDAT Series It was made in collaboration with Community Solutions, creators of the Vulnerability Index, as a brief survey that can be conducted to quickly determine whether a client has high, moderate, or low acuity.

The total score for the SPDAT is 80 points. The total for the VI is 20 points. Certification to use the SPDAT is achieved by completing full day training with Iain De Jong. You may be certified for the VI by completing video training and passing the test on the MCAH Certification Site.

The VI-SPDAT is a triage tool. It highlights areas of higher acuity, thereby helping to inform the type of support and housing intervention that may be most beneficial to improve long term housing outcomes. It also helps inform the order - or priority - in which people should be served.

For individuals that score 10 or above on the VI-SPDAT, or that score 35 or above on SPDAT, which signals a recommendation for permanent supportive housing, individuals will be prioritized based on the following criteria (only going to the next level as needed to break a tie between two or more individuals): Page 3 3 | ...

In its formulation as currently promulgated by Common Ground, the index includes these factors: hospitalizations/emergency department visits in a year, age, HIV-AIDS, liver disease or kidney disease, history of frostbite, immersion foot, or hypothermia, and tri-morbidity.

This score would be based on questions 1-50 of the VI-SPDAT, with a maximum score of 20, or all 15 domains of the SPDAT, with a maximum score of 60.

Prioritization Scoring Example 1: A person with a VI-SPDAT score of 14 who had been homeless for 12 years would get a score of 26. The number was calculated as follows: 14 +(12 x 1) = 14 + (12) = 26. Example 2: A person with a VI-SPDAT score of 8 who had been homeless for 12 years would get a score of 11.
