The FCC Form 499-Q is due quarterly. Filers must submit forms using E-File, USAC's online filing system. For more information about online filing, review the Service Providers FAQs. The FCC Forms 499 must be received by USAC on or before the due dates to be considered filed on time.

Carriers are required to pay into the USF a percentage, which changes quarterly, of their interstate and international revenues. At present, that percentage is approximately 10.5 percent.

The Safe Harbor Rate Safe Harbor is a standard, assumed number (64.9% for VoIP, 37.1% for Wireless) used by companies that don't have the resources or know-how to calculate their actual PIU.

The FCC does not require this charge to be passed on, but service providers are allowed to do so. These charges usually appear as a percentage of the consumer's phone bill. Companies cannot collect an amount that exceeds the percentage of their contribution to the USF.

Effective July 1, 2022, the Federal Universal Service Charge (FUSC) on your bill will increase as a result of an increase in the Federal Communications Commission's (FCC) universal service fund contribution factor from 23.8% to 33.0%.

VoIP providers that cannot determine the actual interstate revenue to report either through call detail records or a traffic study, can use the FCC approved Safe Harbor percentage of 64.9%.
