Additionally, for a tenant with no lease or a month-to-month lease in Maryland, the landlord must serve them a 30-Day Notice to Quit to end the tenancy. This eviction notice allows the tenant 30 calendar days to move out. These notice periods don't apply to the city of Baltimore or to Montgomery County.

Landlords, tenants and tenant organizations may file complaints with the Office of Landlord-Tenant Affairs (OLTA or Landlord-Tenant Affairs).

It's illegal in Maryland for a landlord to retaliate and evict a tenant primarily because the tenant or a housing inspector sends a notice to the landlord informing them that there are lead hazards in the property or that there is a child with an elevated blood lead level living in the property.

License Fee A single-family rental property must have a valid rental license. Please view the DPIE Fee Schedule for the cost of a Single-Family House/Townhouse Rental License, which is for a 2-year license.

Maryland state law prohibits the landlord from taking possession of the premises or tenant's property without legal process. Should a lockout occur, the tenant has the right to hire a locksmith, change the locks, re-enter the premises, and hold the landlord responsible for the cost involved.

A “notice to vacate” from your landlord is not a court order. This is the written notice that a landlord must give you at least one month before your lease ends if they want you to move out at the end of the lease. If you do not move out, your landlord must go to court to try to evict you.

Prince George's County enacted legislation (Rent Stabilization Act of 2023) that temporarily limits rent increases. Beginning April 17, 2023, a landlord may not increase rent more than 3% over a 12-month period. For example, a tenant may have a 12-month lease for $1,000 per month. The lease renews June 1, 2023.

The Rent Stabilization Act signed into law by Prince George's County Executive Angela Alsobrooks restricts County landlords from increasing tenants' rent above 3 percent over a 12-month period.
